New Express Entry report shows Federal Skilled Worker invitations jumped by 400% in 2017

The most changes which have been done in the recent past has benefitted candidates in the Express Entry Federal Skilled Worker Class and the Canadian Experience Class. The benefits have come from the way that the federal economic immigration system pool has been awarded points to the candidates.

The last year report shows that the Invitation to Apply ITA has been increased from 8,332 in 2016 to 41,364 in the Federal Skilled Worker Program. The ITAs issued to the Canadian Experience Class candidates have increased from 15,102 in 2016 to 35,020 in 2017.

The Federal Skilled Workers have also been the beneficiaries of the fast processing time for applications. Around 80 per cent of the federal skilled worker applications were finalized in four months back in 2017 down from 6 months or less in 2016.

Express Entry has issued 86,023 Invitations to Apply in 2017 and it is yet the biggest figure to date. The total figure has outnumbered the combined totals of 2015 and 2016 where 33,782 and 31,063 invitations to apply were issued, respectively.

The Express Entry pool has become the major source of permanent residence applications when it comes to the economic immigration category of IRCC multi-year immigration levels plan. The number of ITAs issued in the year 2017 has also been corresponded with the lowest Comprehensive Ranking System CRS cut off to date which was 413.

86,022 Invitations to Apply were sent in 2017 an there were about 109,497 applications received. Around 93,596 visas were issued and 65,401 permanent residents and their families were also welcomed into the country.

In the year 2017, the results which were recorded were the highest that could have ever been. The immigrations plans for 2018, 2019 and 2020 will have the agenda to increase in the number of admissions through Express Entry.

According to a report by IRCC which has reflected observations published in December 2017 that around 90 per cent of the Express Entry candidates who have received an Invitation to Apply for the permanent residence in the first half of 2017, did not have a job offer. It was up from the 62 per cent in the 11 months prior to November 2016. It was the time when IRCC introduced the targeted improvements to the way candidates are ranked.

Among all these changes were the important highlight that there was less points awarded for a job offer from 600 to 50 or 200, which was depending on the position. IRCC has found that the change has significantly shifted the number of ITAs for the permanent residence in favor of the applicants who possess higher human capital scores. It was namely the candidates who were in the Express Entry Federal Skilled Worker Class.

Factors like age, proficiency in English and French, educations and also work experience serves for the human capital. All combined they are known as the candidate’s Comprehensive Ranking Score, it can be reachable to a maximum of 600 points.

Some additional factors which can be considered and can award bonus CRS points are:

  • Provincial Nomination (600 points)
  • Arranged Employment a maximum of 200 points
  • Canadian Educational Credentials a maximum of 30 points
  • French-language Proficiency a maximum of 30 points
  • Sibling in Canada (15 points)

About fifty per cent of the Express Entry applicants who were invited in 2017 did not claim the additional points. Of the 50 per cent of the candidates who did claim the additional point, 22 per cent of them had provincial nomination.

Majority of the provinces and territories have welcomed a higher number of immigrants through Express Entry in 2017 as compared to 2016 with the admissions increasing from 34,411 to 65,401.

The IRCC has given the statement that the changes have had a very major impact on the occupations which were represented by the candidates who received an invitation last year.

The main and top three occupations have been Information Systems Analysts and Consultants, Software Engineers and Computer Programmers and Interactive Media Developers from 2016 to 2017 but the number of admissions in each of the category has increased. Though occupations like cooks, food service supervisors and retail sales supervisors have dropped noticeably between 2016 and 2017.

The employment additional point are being balanced by the core CRS which is the human capital means that applicants who have a qualifying arranged employment need to have a high core CRS in order to receive an invitation.

The report has showed that 43 per cent of the 8,195 candidates who were invited in 2017 with Arranged Employment points who have benefitted from the labor Market Impact Assessment exemption.

India and United States have been the top countries when it comes to foreign residence. China which was the third in 2016 has now been replaced by Nigeria and it has dropped to the eighth place in 2017.

Canada was ranked first in both the year but the percentage of people who received ITAs living in Canada has dropped from 64 per cent in 2016 to 49 per cent in 2017.

The end of the year 2017 has shown the details that who Canada is inviting to apply for permanent residence and how the Express Entry system is improving day by day.

For this year, the immigration targets have increased, there have been elimination of the pre express entry backlog and the changes which have incurred from the mid 2017 to also play out this year only.
